- In 1926 the Party Congress resolved 'to transform our county from an agrarian into an industiral one, capable by its own efforts of producing the necessary means'
- This lead to Stalin deciding to revolution agriculture and industry
- His plan had one essential aim: to modernise the Soviet economy, and had two
methods: collectivisation and industrialisiation.
- From 1928 onwards these methods were introduced and the state took over the running of the nation's economy
- These economic changes were so dramatic they have been referred to as the 'second revolution' or a 'revolution from above'
