  1. Americans believed Communism spred in European countries with economic problems
    1. USA wanted Europe to recover, so they could buy American goods
      1. Situation in Europe got worse in 1946/7 due to severe winters and droughts - starvation -Patient is sinking while the doctor deliberates
        1. June 1947 - George Marshall, economic programmes - $13 billion to 16 countries
          1. Became known as "Marshall Aid" and offered to all countries including USSR
            1. Stalin refused and made Eastern bloc do the same
