a representative.
- Bill is sent to a House of Representative
committee or subcommittee and is debated,
studied, and voted on.

- Bill is introduced in the senate by
a senator and is given a number.
- Bill is sent to a senate committee, or a
subcommittee, debated, studied, and
voted on.
- Bill is sent to the whole senate for a vote.
- Conference committee resolves the differences and
compromises to make a bill.
- Bill goes back to the full house
for approval.
- Bill goes back to the full senate
for approval.
- If it is approved by both houses, the bill is sent to
the Governor.
- If the Governor says yes, it becomes a law.
- If the Governor ignores it, it becomes a law.
- If the Governor vetos it, Congress can override the veto with a 2/3
majority in both the House of Representatives and the Senate.
