In 1975 both Lab and the Cons were divided over the issue of Europe The decisive ‘yes’ vote resolved the issue Similarly the referendum on electoral reform helped the coalition government solve the issue.
They provide a clear and direct answer to a specific question. the result would provide the government with a clear mandate for the future. The 1995 Quebec referendum was the second referendum to ask voters in the Canadian province of Quebec whether Quebec should proclaim national sovereignty and become an independent country, with the condition precedent of offering a political and economic agreement to Canada
Referendums promote democracy in a number of ways: they encourage political participation, enhance political participation, ensure major constitutional changes have been approved directly by the directorate keep government in touch with the electorate, and undermine Parliamentary democracy, effectively making decisions binding on the electorate
