troubles and has be criticized for the unequality between Mexico and his
commercial partners. Likewise, the mexican technological capacity it´s not
enough to compete in a significative way lowering costs and improving the
productivity.
This pact has beneficiated more to
USA and Canada than Mexico, due both first are high electric energy and natural
resources consumers, like the petroleum, highly extracted at the Gulf of
Mexico. Nonetheless, the north american economy has been afected by the

opportunities and the intelectual property protection and the generated
knowledge.
All the centroamerican countries
ratified ths pact, including Dominican Republic representing the caribbean
countries. Panama was the only one who didn´t signed with central america,
because it did it directly with the USA.
This process includes a grace
period where the Central American products get in with a phased tariff
reduction in some goods, to help those to compete with the american ones. Also,
there is a tariff differentiaion for each one in every country without doing a
homogeneous treatment between the signing countries.
