Wolsey's Foreign Policy Aims Wolsey wanted peace as this would be best for the country and treasury was almost empty. However, he was aware that Henry wanted glory and so he must provide him with prestige to retain the kings favour.
1515 - 1519 In this period Europe changed. Francis I became king of France (1515) and Charles V became king of Spain (1516) and the Holy Roman Emperor (1519).
Peace of Cambrai Spain + France Wolsey had wanted an anti-French alliance but this was now impossible. England now on the sidelines of European affairs.
Treaty of London 1518 Wolsey arranged it and put England at the centre. Lost Tournai but overall was a success
The Field of Cloth of Gold 1520 Meeting with Francis Magnificent, Over the top, cost 1 years income. Made treaty with Charles after Wolsey's attempt to act as counter weight between Sp + F failed as the two went to war (1521)
War with France 1521 - under Treaty of Bruges, Wolsey agreed to invade France unless they made peace with Charles Threat from England not enough, forced to send army in 1523 Abandoned buy Charles, returned in disarray, Wolsey forced to seek peace.
