Justices of Supreme Court ACH/BISHOPS: 26 sit in lords. Pass membership to next most senior ABishops of C'bury & York. Get lifetime peerages on retiring. ELECTED HEREDITARY PEERS: Right to sit & vote ended in '99. 92 elected internally to remain until next stage of Lords reform process
Issues with Lords -Dominated by elderly white males -Upper class background -Some w no pol qualifications/XP in govt -Tends to favour Cons over Lib/Lab -Parliament Acts of 1911/49: Govt holds right of veto over Lords -Unaccountability gives higher level of independence
Functions of the Lords -Scrutinising, approving & amending bills -Scrutinising EU/Delegated legislation -Initiating bills for consideration in Commons -Debating issues from proposed legislation

Reform of Lords -Labour's reforms of the Lords '99: abolition of hereditary peers -House eventually only life peers & possibly no of elected peers. PRO: -Democratically unacceptable in 21st c EU Democracy -More rep of Democratically accountable to people -Remove power of PM to control who sits in chamber. CON: -Pose threat to monarchy -Pose threat to legislative sovereignty & power of Commons -Mirror Commons -Appointments process & compromise solution ensure HOL rep cross section of societal interests
House of Commons -Lower house: 659 members/constituencies -Elected by FPTP system: possible for candidate to be elected on minority vote -5 yrs max term -Majority party becomes govt -2nd largest party "Her Majesty's Loyal Opposition"
Role & Function of Commons ELECTIVE:Elects reps of people. Does not select PM/Ministers (internal member approved by crown) Has power to delay/reject govt legislation. Hold voting power to force resignation of PM/trigger election. EXPRESSIVE: Baghot - Function of commons "to express the mind of the English people on all matters that come before it". TEACHING: "Teach the nation what it does not know" INFORMING: Reporting "complaints" that may come to light LEGISLATING: Passing laws of the land FINANCIAL: Regulating financial affairs of the land LEGITIMATING: Legislation are legitimated by parliament.
