English Kingdom was the largest, so they held the largest seat in the Government

Assissted by the Parish Officials
INSTITUTION OF PARLIAMENT
Played limited role in Government
Meeting were called at the discretion of the King
These meetings happened rarely
WAR WITH SPAIN
Fought by James I
James preferred diplomatic means rather that bearing arms
England was very anti-catholic
Government granted tax rise wanted by Charles to fight the war
