Vulnerability is a sum of the societies exposure to hazards and the sensitivity/adaptive/coping capacity (ability to deal with a hazard.)Institutional resilience is related to the degree of vertical and horizontal integration.Response to environmental hazards is dectated by: Persuasion and exposure seem to be crucial in helping the population create a casual link between environmental risks and the inpacts on them. Collective group action has been proved very helpful in hazard situations. New institutional forms can be the most effective way of adapting to increased risk.
