Causes of Japanese Expansion
Japan and the USA.
Japan finally agreed to to the Teatry of Kanagawa in March 1854.
Rapid emergence of Japan as an important regional and even international power.
In 1858, Japan's goverment signed the Treaty of Amity and commerce with the US.
Meji Restoration, 1868.

He argued that the goverment was incapable of expelling the Western barbarians.
