This handbook is not a complete ❌ of the laws or policies that ❌ PHV drivers are subject to and should be used for ❌ guidance only.

TfL sets ❌ for licensing and is also ❌ for making sure that licensees follow the law. We ❌ with the taxi and private hire trades

Private hire ❌ are an important part of London’s ❌ network, providing a wide ❌ of services for residents and visitors.

❌ aged 21 or older when you ❌ your licence. There is no upper age ❌.

If your application is approved, TfL will send you a London PHV driver’s licence. Your licence may ❌ attached to it. For example, if you have ❌ condition, you may be ❌ to have extra medical checks.

If a police officer or TfL ❌ Officer asks to see your licence, you must let them see it there and then or within a ❌ of ❌ days.

You will need to do an assessment ❌ on the information in the ❌ as part of the licensing application process, so please read all of it ❌.

If there are ❌ on a driver’s right to live and ❌ in the UK, TfL will add an ❌ condition on the licence.

To ❌ as a London PHV driver, you will need to be licensed by TfL – only then can you carry out ❌ for a London ❌ hire operator that is also licensed by TfL.

To get a ❌, you will need to ❌ test to check your ability to select and plan a ❌, read a map and identify locations.

As soon as you are licensed it is ❌ that you keep in contact with TfL and ❌ to any letters, emails or other forms of ❌.

When you get your licence you will also ❌ a PHV driver’s ❌ (also known as photographic ID). You must wear this badge at all times when you are ❌ as a PHV driver.

You must tell TfL immediately if you are ❌, charged with, ❌ or cautioned for any crime. This includes any fixed penalty notices or road traffic ❌ that result in penalty points on your driving licence.

You do not need to tell TfL about any other penalty ❌ notices (PCNs) or parking ❌ that do not result in penalty ❌ on your driving licence.

You ❌ use a vehicle for private hire purposes if the license discs are ❌, have been badly damaged or their ❌ has been spoilt in any way.

In some ❌ circumstances the vehicle might be given an ❌ which means that the licence discs do not have to be ❌.

Every PHV must have hire or reward ❌. The insurance ❌ must be valid when the vehicle is licensed, and at all times when the ❌ is being used as a PHV.

❌ details of the insurance available to the police when you are asked for them. You must also provide insurance details to a ❌ of the public if the vehicle you are driving is involved in a ❌.

Vehicles must be kept in good ❌. If you own your PHV, you must tell TfL within 72 hours of any collision that affects the ❌, performance, appearance or ❌ of the vehicle.

PHV licence discs must not be ❌ or changed in any way. You should not ❌ the discs, even if you are using the vehicle for private ❌.

There ❌ where TfL has important information about the vehicle you are driving – for example, the ❌ may have told TfL about a fault with the vehicle that means it needs ❌ to the manufacturer for repair.

Private hire ❌ are an important part of London’s ❌ network, ❌ a wide range of services for residents and visitors.

As a London PHV driver, you can only ❌ out ❌ that you have received from a licensed ❌ PHV operator.

Before the start of each ❌, your operator is ❌ to record certain ❌ about the booking.

If your operator has a licence to operate from a late night ❌,(e.g. a pub or nightclub) the ❌ can only take bookings inside the venue at the booking location ❌ on their licence.

You can only accept a fare if the ❌ the journey through a licensed London operator. You must not approach people on the ❌ or outside a late night venue to offer them ❌. If you do this, you may be committing an offence and could be prosecuted.

You, as the driver, are ❌ for parking your ❌, the noise it makes and for your own ❌.

Do not behave in an anti-social manner, do not leave ❌ in the street or road, do not go to the ❌ in a public place, and do not leave your engine ❌.

Installing CCTV ❌ into a vehicle can reduce threats and violence against drivers. Signs in the vehicle ❌ passengers that CCTV is used may also help to prevent ❌ or violent behaviour.

❌ are private ❌ and can make their own ❌ (byelaws) about taxis and PHVs.

You cannot enter ❌ Airport to pick up passengers unless you have a booking from your operator or you are parking in an ❌ car park or the PHV Authorised Vehicle ❌ to wait for a booking.

TfL has no power to ❌ the fares charged by PHV operators. However, it is ❌ that ❌ understand the fare they are going to be charged.

You must not ❌ any member of the public to ❌ you or your PHV if they don’t have a valid ❌.

Angry or violent behaviour when at work is ❌ acceptable. If a passenger in your vehicle ❌ angry or violent you have a right to say that you will not accept that ❌ or, if that fails, to ask them to leave.

If a passenger is ❌ or violent, tell your operator ❌ and give them the passenger’s full name and ❌ if you know it.

TfL expects all licensed ❌ to offer Londoners and visitors a professional and safe service. Providing ❌ customer service is an ❌ part being a London PHV driver.

The ❌ Commissioner’s CCTV Code of Practice ❌ that signage must be ❌ where CCTV is in operation.

If the ❌ clearly to ❌, or is unable to walk ❌ of drink or drugs, you have the right to refuse to take them in your vehicle.

It is also important that all licensed PHV drivers ❌ a professional service to their passengers. TfL expects drivers to offer a high level of customer ❌, use clean and well-maintained licensed ❌ and to fully obey the laws of the road.

Although your operator will ❌ deal with ❌, passengers might contact the police or TfL ❌.

As a PHV driver, you offer an ❌ important service to the ❌ public. You have a ❌ to make sure your passengers feel safe when they travel in your vehicle.

It is ❌ to record and report ❌ that almost happened, as well as ones that ❌ did happen.

If the passenger is unconscious, ❌ unwell or seems to be injured or in an ❌, and there is no-one else to help them, ❌ services

No type of sexual ❌ between you and a passenger is ever ❌, even if both of you ❌ to it.

You should never use a passenger’s ❌ to start ❌ with them about anything other than the ❌.

You should never make ❌ or jokes about someone’s age, race, religion, ❌, sexual orientation or gender ❌.

Taxi ❌ can only be used by licensed London taxis (black cabs), not by PHVs. PHVs should not park or ❌ taxi ranks at any time, nor pick up or ❌ on a taxi rank.

❌ taxi charging ❌ can only be used for charging electric taxis. They ❌ be used for charging PHVs.

Drive at a speed within the speed limit and one that is ❌ for the situation, ❌ and weather ❌.

❌ drive, the less time you have to do something to avoid a collision. The resulting ❌ also become more serious as ❌.

Pay careful attention to cyclists and ❌ who are able to use bus lanes and to ❌ and bus passengers that may be getting off the bus and ❌ the road.

Think about the ❌ you make, and make sure they are safe. This includes things like looking ❌ when pulling out of junctions, turning across traffic or passing cyclists or ❌.

You must not stop at 'bus stop ❌' marked with a wide yellow line by the kerb. On red routes, you ❌ stop at bus stops ❌ with a wide red line by the kerb.

TfL is committed to ❌ transport in London by ❌ it more ❌, safer and reliable for all.

Other than ❌, you must not get into the back seat of your ❌ while you have ❌.

Public transport plays an important role in opening up ❌ by providing ❌ to education, ❌ and other essential services.

PHV drivers need to keep a careful ❌ on the roads at all times and be able to ❌ safely with all other road ❌, especially those that are more vulnerable such as pedestrians, cyclists and motorcyclists.

As a PHV driver, you are ❌ to be fully aware of and to ❌ the rules of the road, as explained in The ❌ Code.
