-they can be absorbed from intact, healthy skin-occlusion and disease processes enhance the absorption
-adverse effects- skin atrophy, depigmentation of the dark skin, and dermatologic absorption of the steroid with possible adrenal suppression- increase with duration of use and with application of higher potency steroid preparations
