FRAMERS- Most of the Framers of the Constitution were well-educated for the time. Thirty-five of the 55 delegates were lawyers or had legal training. CONSTITUTION- Within states, a constitution defines the principles upon which the state is based, the procedure in which laws are made and by whom CHECKS AND BALANCES- A fundamental principle of American government, guaranteed by the Constitution, whereby each branch of the government (executive, judicial, and legislative) has some measure of influence over the other branches and may choose to block procedures of the other branches. WATERGATE- An incident in the presidency of Richard Nixon that led to his resignation. In June 1972, burglars in the pay of Nixon's campaign committee broke into offices of the Democratic party. NEW DEAL- A group of government programs and policies established under President Franklin D. Roosevelt in the 1930s; the New Deal was designed to improve conditions for persons suffering from the Great Depression. IMPERIAL PRESIDENCY- a term used to describe the modern presidency of the United States which became popular in the 1960s VETO- the power or right vested in one branch of a government to cancel or postpone the decisions, enactments, etc., of another branch POCKET VETO- An automatic veto of a bill that occurs if the president or governor neither signs nor vetoes a bill within ten days of receiving it — as long as the legislature adjourns during that period. If the legislature convenes during that period, the bill will automatically become law. IMPEACHMENT- to charge someone for doing something wrong, specifically a high government official, such as the US president, a senator, or a Federal judge TREATY- a formal agreement between two or more states in reference to peace, alliance, commerce, or other international relations. EXECUTIVE AGREEMENT- an international agreement, usually regarding routine administrative matters not warranting a formal treaty, made by the executive branch of the US government without ratification by the Senate. CABINET- a government in which the real executive power rests with a cabinet of ministers who are individually and collectively responsible to the legislature.
