Yes, as they have given each other permission. It counts as a Poison arrow, regardless of which class fires it back.

During GotC 2020, the Circle of Monarchs voted to change the rules for Specialty Arrows, making them all Ambulant, so that an Archer can fire while moving. Note that you do still need to incant the name of the arrow before firing.
