What are the consequences of different skills / proficiency levels, at an organization level? Easier to recruit talent as the talent pool is much larger Easier to implement changes, as it's easier to train employees
What is the virtuous cycle for adults with high proficiency? Higher proficiency translates into higher education and better jobs demanding further training, since higher levels of literacy and numeracy facilitate learning. Individuals may also be more prone to find motivation in learning and bettering themselves, which accentuates such processes.
What is the vicious cycle for adults with low proficiency? Lower proficiency translates into getting no benefit from adult learning. This creates either a maintenance or a weakening of the established skills over time, which makes it even harder for individuals to form part of learning activities
