  1. THE EUROPEAN COUNCIL
    1. 'Setting the agenda'
      1. Sets EU overall political direction and priorities
        1. Cannot pass laws
          1. Led by a President
            1. Brings together heads of state or government from every EU member
              1. Ministers from each of the member states
                1. Makes decisions by unanimity qualified majority vote or simple majority
                2. THE EUROPEAN PARLIAMENT
                  1. Represents EU citizens (directly voted by them)
                    1. Debates and passes EU law
                      1. Scrutinises other EU institutions to make sure they are working democratically
                        1. Debates and adoptes the EU budget
                          1. Around 700 MEP's
                            1. Can scrutinise, pass, amend and reject legislation
                              1. Cannot appoint the executive
                              2. THE COUNCIL OF THE EUROPEAN UNION
                                1. Involved in EU legislation
                                  1. Represents governments of each member state
                                    1. Presidency shared by member states on rotating basis
                                      1. passes EU laws
                                        1. Coordinates the broad economic policies of EU member states
                                          1. Approves annual budget
                                          2. THE EUROPEAN COMMISSION
                                            1. Forms the executive and bureaucratic wing of the EU
                                              1. Proposes legislation
                                                1. 20 appointed members (unelected)
                                                  1. Monitors compliance with EU legislation
                                                    1. Manages EU policies and spending EU funds
                                                      1. Represents the EU internationally
                                                      2. COURT OF JUSTICE OF THE EU
                                                        1. ECJ - Adjudicates disputes brought by states, individuals and companies
                                                          1. EC - Consists primarily of member states' heads of government
                                                            1. Upholds rules of the EU
                                                              1. Makes sure law is applied in same way in all member states
                                                                1. Settles legal disputes between EU gov. and EU Institutions
                                                                  1. Court helped by 9 'advocate-generals'
