Federal
1. Power is divided between one central and several regional aurthorities
2. National-State-Local Governments... act directly on the people through their own sets of laws, officials, and ageinces

Confederation
1. Voluntary association of independent states that often delegate a few powers to the central authority
2. Secure some common purpose
3. Agree to certain limitations on thieir freedom of action
4. States retain considerable independence.
5. An alliance of independent states
6. Has the powers to handle only those matters that the member states have assigned to it (limited powers).
7. States must cooperate in matters of a common concern.
8. Less Binding than a federation
