PERSPECTIVE
1. current education system no achieving these goals
  1. state takes a 'OSFA' view on education - imposes uniformity and disregards local needs
  2. S.E = unresponsive. schools that waste money/get poor results aren't answerable to consumers = lower stans, less qualified workers,less prosp economy
  3. SOLUTION = MARKETISATION
    1. comp between schools and laws of supply and demand = greater diversity choice and efficiency
2. Goals of educ
  1. socialise pupils into shared values like comp and instil national identity
  2. education should be based on meritocratic principles of open competition/serving the needs of the needs of economy
  3. Some people are naturally more talented than others,
3. Private > state, State education wastes too much money. Prefer exams over coursework and feel we should move away from encouraging equality and focus
CHUBB AND MOE
1. American S.E failed and should be opened up to market forces (S+D)
2. disadvantaged groups treated badly by S.E as it fails to create equal opps
3. private schools = higher qual educ bcos they answer to paying consumers
4. propose voucher system: parents given voucher to spend on school of their choice. Schools would be more responsive to parents
5. CRIT: encourage schools to teach test in order to gain pupils/funding
MARKETISATION
1. ERA 1988 - education market introduced by reducing direct state control and increasing comp + parent choice
2. why do NR favour it?
  1. argue that state control leads to low standards + lack of choice for parents
  2. schools run more like business. Have to attract customers by competing.
    1. the ones that meet needs thrive
    2. those with poor results 'go out of business'
3. BALL + WHITTY - increased inequality
  1. Exam league tables
    1. parents attracted to schools higher on LT - these schools more in demand
    2. more in demand schools can be selective - take on more able/MC students
    3. lower on LT = cant be selective so have to take on less able students
    4. results remain poor/ school unattractive
  2. Formula funding
    1. allocated funds depending on how many pupils they attract
    2. Pop schools = more funding (better teachers/resources) and can be selective - take able/MC. Get better results + remain attractive
    3. unpop = lose income and fail to attract pupils so funding further reduced (less able teachers/facilities)
4. BARTLETT: allows popular schools to
  1. CREAM-SKIM: select higher quality students - get better results and cost less to teach
  2. SILT-SHIFT: offload thos with learning difficulties - expensive to teach and get poorer results
TWO MAIN ROLES FOR STATE
1. impose framework for schools to compete in: LT and ofsted
  1. gives parents info to make informed choices
2. ensure schools transmit shared culture through shared N.C so pupils are socialised into single cultural heritage
  1. Emphasise Brit positive role in world history, teach Brit Lit and emphasise Christianity
  2. oppose multi-cultural educ
INFLUENCE ON EDUCATIONAL POLICIES IN BRIT
1. 'THE GREAT DEBATE' -
  1. James Callaghan (labour) = green paper on educ
  2. time of rising unemployment, concerns that educ failing to produce skilled/motivated young workers
  3. policies that followed known as NEW VOCATIONALISM
2. ECONOMIC GROWTH
  1. education should concentrate on improving skills of the workforce
  2. believed unemployment was growing bcos many school leavers were unemployable
3. COMP, CHOICE + STANS
  1. all this would make the system more efficient and save money
4. TESTING/EXAMS
  1. increase competition
  2. conser: opposed to coursework, favour national exams
PARENTOCRACY
1. David: power from producers to consumers - encourages diversity and parents choice to increase standards
2. Ball; all a myth - makes it appear that all parents have freedom to choose
3. Gerwitz: MC better able to do this more economic and culture captial
