Keddie - victim blaming Ethnic minority pupils are culturally different, not culturally deprived and they underachieve because the school is ethnocentric (biased in favour of the white culture)
Ball - cultural exclusion Minority ethnic groups are disadvantaged because they are less aware of how to negotiate in the UK's education system - resulting in cultural exclusion rather than cultural deprivation
