Who is the EU legislature? | Historically - legislative power lied in the Council adopting legislative proposals from the Commission. Now - through treaty amendments the role of the EU Parliament in law-making has increased. |
How has the legislative power of the European Parliament increased? | SEA - introduced the 'co-operation procedure' - where applicable the Parliament became a third actor in law-making. TEU - introduced the 'co-decision procedure' - Parliament now had power to veto the adoption of legislative measures (no law could be adopted without its approval). Treaty of Lisbon - introduced the notion of an 'ordinary legislative procedure' cemented the 'co-decision procedure'. |
