    1. David Lloyed George
      1. In the 1918 election Lloyed George was elected as prime minister, he promised Britain that he would make Germany pay for the war.
        1. For this reason he would have wanted Germany to get some of the blame for the war because it is what he had promised he would do if he came into power. However he didn t wat them to be treated too harshly because he didn't want them to seek revenge, and even maybe start another war
        2. Before the war Germany was Britains second largest trading partener. He wanted Germany and Britain to trade with each other again like they had done before
          1. Britainn wanted Germany to still be strong so this is one one of the reasons they didnt want them to be punished too harshly
          2. Britain owed the USA nearly £1 billion
            1. Reparations were needed to pay this money back
          3. Woodrow Wilson
            1. He believed Germany should be punished however not too harshly incase one day they recovered and decided to seek revenge
              1. He feared that communists might seize power in Germany and that there might be communist revalution in 1917 in Russia.
              2. He believed that Germany and Austia started the war because they were autocraties. Autocraties could start wars and there people would have no say in it.
                1. He wanted to strengthen democracy in Europe so the people wouldn't allow there leaders to start another war
                2. He wanted international co-operation because this is what he though would achieve peace

                  1. Germany had invaded France 5 times since 1814, this is because Germany is at the border of France. For this reason France felt vulnerable to another attack.
                    1. For this reason Frace wanted Germany to be completely crippled so they wouldn't be invaded again. They wanted Germany's army to be abolished
                    2. During the war, most of the fighting went on in France. 750,000 homes were destroyed leaving 2 million people homeless
                      1. France wanted reparations to pay for the damage done. they also wanted the reparations to cripple Germany out of revenge and to stop them invading again.
