To encourage countries to co-operate especially in business and trade
To encourage disarmament
To improve living and working conditions of people in all parts of the world
France wanted a league with an army
Britain wanted it only to meet for emergencies as there was already an international conference
America wanted a parliament for all nations to meet and decide on matters
America won and it became an international parliament
