Environmental Issues
- Citizen contacts a Congressman
- Only a Congressman can submit a bill for consideration.
- Bill is submitted to Congress
- Submitted through House of Representatives
- Submitted through Senate
- Bill is assigned to a Committee
- This is where most bills die in Congress
- Determines if bill is worth the time in Congress
- Allows for careful revision of bills to ensure the best possible law

- Bill is reported out of Committee
- Bill is investigated and debated
- Majority vote needed to leave committee
- The bill goes to debate on the Floor
- Debate limited in the House by the Rule Committee
- Filibuster in the Senate can prevent bills from passing

- Amendment to the bill could be added
- Vote on the bill
- If no: the bill dies
- The two houses could pass different versions of the bill
- If no: the bill dies
