Certain tasks can't be done because the hardware and software needed for it doesn't exist yet.
Software and equipment are constantly being developed.

May be unwilling to, or lack the ability to use new technology
People do not see the technology as necessary, or think it might be used against them.
Can prevent mass roll-out of new tech.
