  1. all organisms follow the same series of phases
    1. eg all physically normal children=sitting, walking, running i their development
    2. each phase is unique
      1. sitting is different to walking
      2. phases represent a logical progression
        1. each new phase is more complex than the last
        2. each child develops at their own pace. so although each child will sit before they walk it does not mean each child will sit at the same time
