Creates a specialized fact-finding tribunal Deals with all direct actions bought by natural or legal persons+ direct actions bought by members states concerning certain acts of the council and nearly all commission acts and all ECB acts. At least one judge per member state (27 judges overall) No full-time advocate generals The number of judges has been requested to be raised from 12 to 39 to deal with workload.
