Fire Code: Fire Department rules and Fire Department safety policies regarding individuals that are responsible to assist in maintaining fire safety in indoor and outdoor place of assembly and public gathering events. Place of Assembly Safety Personnel: Fire GuardsPlace of Assembly Safety Personnel are needed in certain indoor and outdoor places of assembly to manage the occupants in the event of a fire or other emergency. Safety personnel verify that the exits are unobstructed, immediately accessible, appropriately identified and suitably protected. They manage occupants by moving them away from the hasard.It is the safety personnels job to ensure that occupants know where the exits are, and when and how to use them. Without guidance from on site fire safety personnel most occupants of places of assembly are likely to exit the same way they entered the building whether or not that is the safest or nearest exit.Assembly occupancies are required to have a Fire Safety and Evacuation Plan. That plan must consider the number and capabilities of building occupants; the type, location and arrangement of building exits; the fire and its effects on people and the building the number, training and capability of staff to direct or perform fire evacuation or incipient fire fighting duties. Of particular concern is the occupants lack of familiarity with the building design: lighting conditions in assembly spaces may interfere with the occupants ability to discern the path of egress to travel. Safety personnel should direct occupants to the nearest exit. Safety Personnel are required in premises where the Certificate of Occupancy indicates that 75 or more members of the public may gather indoors or 200 or more may gather outdoors.
Types of Places of Assembly where Safety Personnel are Required: Cabarets Dance Halls Indoor Skating Rinks Bowling Alleys Museums Bingo Halls Movie Theatres Television/Radio Stations admitting a studio audience Sports Arenas Circuses Performing Arts Theatres Stadiums Passenger Terminals Any event that needs a TPA( temporary place of assembly permit.)
How many Place of Assembly Safety Personnel will be required?The FIRE SAFETY AND EVACUATION PLAN and/or FIRE CODE/FIRE DEPARTMENT RULES/FIRE DEPARTMENT POLICIES will specify when and how many Place of Assembly Safety Personnel are required.Safety Personnel must keep their Certificates of Fitness upon their person or otherwise readily available for inspection by any representative of the FDNY.Safety Personnel should be familiar with procedures of evacuation and evacuation routes and they must be familiar with the obligations for notifying the FDNY in the event of an emergency.
