Valence Shell Electron Pair Repulsion Theory The outermost electrons on an atom is known as the valence shell as these are the electrons which will be used in forming bonds. Each pair of electrons on the valance shell will repel each other and arrange themselves as far as possible from each other. This will give them a structure and bond angle.
