Who drafted the constitution? Politician, Hugo Preuss, drafted the constitution which was later signed by President Ebert on 11th August, 1919.
Who ran the local governments? The local governments were ran by 18 regions of Germany which kept local parliaments.
What was the dominant house of the German Parliament? The Reichstag became the dominant house of the new German parliament and controlled taxation. Was elected every 4 years and all men and women over 20 could vote through a system of proportional representation.
What was the upper house of the German Parliament? The Reichrat became the upper house of the new German parliament. Members were sent by each local region. Could delay laws unless overruled by a 2/3 majority of the Reichstag.
The President Head of state and elected every 7 years. Took no part in day to day government. Chose the chancellor. Could dismiss the Reichstag, call new elections and control the army.
Article 48 The President could suspend the constitution and pass laws by decree.
Strengths Made Germany more democratic. More people voted and there was a general election every 4 years. Power was shared between the chancellor and the president so no single group or person had total power.
Weaknesses of proportional representation Proportional representation meant that even a party with a small number of votes gained seats in the Reichstag increasing instability of government.
Who was the president? Frederich Ebert
Who didn't support the constitution? Extremist parties and moderate Germans feared the system was too weak leading to a growth in the support for extremist parties like the communists or far right.
