problems
USA did not join (though a major power) as Congress voted against joining.
Italy, permanent member, broke covenant 1923- occupied Corfu
came to be seen as a club for the victors of WW1
seen as pro- European as Sir Eric Drummond 1st secretary general
had no army, makde it weak
Great powers (GB, F, I ect) acted without League's consent
