    1. Because there were very few laws about working conditions factory owners made their own rules
      1. factory owners took advantage of the fact that there were few laws
        1. Women and children were treated the worst
          1. Some children employee's had their parents working at the mill too
            1. Some children were orphans
              1. Mill owners agreeed to feed, clothe and house children who were orphans or didnt have a house
                1. They lived in a house near the Mill
              2. More children were employed than adults
                1. Cheaper
                  1. More agile (to clean under machines)
                    1. Smaller fingers (to piece thread back together)
                  2. Improvement in conditions
                    1. Laws were passed
                      1. In 1802 and 1819
                        1. To reduce hours of work for children
                          1. They were not enforced
                          2. 1833
                            1. CHILDREN UNDER 9 SHOULDN'T WORK
                              1. CHILDREN, 9-16, HAD HOURS REDUCED
                                1. CHILDREN UNDER 11 HAD 2 HOURS OF SCHOOL EVERYDAY
