Japanese military leaders wanted to form The New Asian Order including Japan, Manchuria and China and controled by Japan. They wanted help in seizing Soviet Siberia and began to cooperate with Nazi Germany. This did not work out because Germany had signed the nonaggression pact with the Soviets.
