THE RULE:

'i' before 'e', except after 'c'

EXCEPTION:

Not when the 'c' sounds as 'sh'

adding 'ing' means doubling

keep the silent 'e' if the word ends 'ce' or 'ge' and you are adding 'able' or 'ous'
