- Simla Moment 10 May 1947
- June 3rd Plan/Menon Plan
- VP Menon - Indian reforms commissioner - Drafted plan
- Put together in 3 hours - would suggest it's rushed and poor quality
- Based on 2nd option offered by Cabinet Mission
- 2 state solution along religious lines
- Both countries would use basis of 1935 Govt of India act as basis for state
- No time for constituent Assembly
- Bengal + Punjab allowed to vote to partition or stay
whole and join county of their choice
- Princely states to join either state or to remain independent
- Nehru Unhappy
- Concedes his united India
- Mountbatten Unhappy
- Wanted to create united India
- Wanted to please Nehru
- Damaged Legacy
- Jinnah Unhappy
- Didn't want Pakistan
- Secular Muslim
- Mountbatten invited Nehru and his
daughter to Simla to discuss plan
- Nehru completely rejected it
- Mountbatten's grand plan
- Plan proposed that all decisions would be
freely made at a provincial level
- So the 11 British provinces would be allowed to decide
whether to be autonomous or join larger groups
- Bengal and Punjab would be able to partition
themselves if that was seen as popular preference
- Princely states could also remain autonomous or join with others
- At best this might be seen to permit local agreement in the hope
of a gradual formation of economically stronger groups
- At worst, it seemed Mountbatten was trying to wash his
hands of any decision making from the start
