- So they moved it to a year earlier
- Lord Simon chaired committe
- Not a single Indian was involved
- Arrives in India 1928 for a fact finding tour
- Congress + Muslim League boycott it
due to lack of Indian involvement
- Was never likely to introduce change
- Nehru Report -

- Well-attended, wide range of religions/classes
- Conference was appointed to draw
up principles of Indian Constitution
- Recommendations were based on
premise of gaining dominion status
- Radicals not happy, wanted purna swaraj
- Recommendations mainly based upon reserved seats
- Jinnah argued for Muslim Reserves Seats in Bengal and Punjab
- Clashed with Congress ideas
- Jinnah + Muslim league reject Nehru report
- Seen as major break up in Hindu-Muslim relations
- Dominion Declaration 1929
- Labour Govt come into power 1929
- Declare that they always saw dominion status as
logical outcome of Montagu Declaration in 1919
- Makes Simon Commission redundant
