Define First Reading. When the Bill is first presented, there is no debate and only its title (not the contents) is read out. The bill will be printed and then await its Second Reading, which may be on the next day.
Define Second Reading. This is the first time that the general principles of the proposals are debated and voted on. If the Bill has major implications, this stage can run over several days. If the Bill obtains its Second Read it goes on to its Committee Stage.
Define Committee Stage. The Bill is usually referred to a public bill committee for detailed consideration and amendment. The Committee Stage can be carried out by the House itself - a Committee of the Whole House. This happens where the Bill needs to be passed urgently or where the Bill contains proposals of significance for the Constitution.
Define Report Stage. The results of the Committee Stage are reported on the floor of the House and further amendments can be made before the Bill goes on to it's Third reading, usually straight away.
Define Third Reading. This is a final opportunity to vote on the whole of a Bill. After the third reading it is passed onto the House of Lords.
Define The House of Lords. The second chamber of UK Parliament. It shares the task of making and shaping laws and checking and challenging the government's work.
How do Lords report to the Commons? Amendments made by the second House must be agreed by the first House before the Bill can receive Royal Assent. If there are significant differences, then a Joint Committee is set up to try to resolve them.
