Translocation is a process which occurs in the phloem. It is an active process which uses energy. Sugar in actively loaded onto the phloem tissue site (source). Water is also pulled up the phloem tissue due to the difference in the osmotic pressure. eventually, the water is unloaded actively into the surrounding tissue of the phloem. Water is also released in this process because of the same reason.
