Citizens are asked to determine a question of public importance
The result of a referendum is not legally
binding on the UK Parliament but it would be
difficult for MP's to ignore the publics opinion.
Referendums are always a 'yes' or 'no' question.
Some referendums can have multiple
questions. The Scottish devolution election
asked a question regarding devolution of
powers to Scotland and another on whether
they should collect their own taxes.
Parliament will decide if and when a referendum will be
held, as well as what the question of the referendum will
be and how it will be worded
