  1. The Simon Commission 1927/28
    1. Conservative govt were worried that the 10 year review of MC reforms would come under Labor govt
      1. So they moved it to a year earlier
        1. Lord Simon chaired committe
          1. Not a single Indian was involved
            1. Arrives in India 1928 for a fact finding tour
              1. Congress + Muslim League boycott it due to lack of Indian involvement
                1. Was never likely to introduce change
    2. Nehru Report - August 1928
      1. Indian only round table conference
        1. Well-attended, wide range of religions/classes
        2. Conference was appointed to draw up principles of Indian Constitution
          1. Recommendations were based on premise of gaining dominion status

          2. Recommendations mainly based upon reserved seats
            1. Jinnah argued for Muslim Reserves Seats in Bengal and Punjab
              1. Clashed with Congress ideas

                  1. Seen as major break up in Hindu-Muslim relations
          3. Dominion Declaration 1929

              1. Declare that they always saw dominion status as logical outcome of Montagu Declaration in 1919
