            1. 2 state solution along religious lines
              1. Both countries would use basis of 1935 Govt of India act as basis for state
                1. No time for constituent Assembly
                  1. Bengal + Punjab allowed to vote to partition or stay whole and join county of their choice
                    1. Princely states to join either state or to remain independent
        2. Nehru Unhappy
          1. Concedes his united India
          2. Mountbatten Unhappy
            1. Wanted to create united India
              1. Wanted to please Nehru
                1. Damaged Legacy
                2. Jinnah Unhappy
                  1. Didn't want Pakistan
                    1. Secular Muslim
                  2. Mountbatten invited Nehru and his daughter to Simla to discuss plan
                    1. Nehru completely rejected it
                  3. Mountbatten's grand plan
                    1. Plan proposed that all decisions would be freely made at a provincial level
                      1. So the 11 British provinces would be allowed to decide whether to be autonomous or join larger groups
                        1. Bengal and Punjab would be able to partition themselves if that was seen as popular preference
                          1. Princely states could also remain autonomous or join with others
                            1. At best this might be seen to permit local agreement in the hope of a gradual formation of economically stronger groups
                              1. At worst, it seemed Mountbatten was trying to wash his hands of any decision making from the start
