  1. USA saw Japan as a threat

        1. USA worried about Japanese competition
          1. Tried to limit its power
            1. reduce size of its navy
          2. Depression wrecked Japanese industries
            1. Military leaders and business interests in Japan
              1. Military expansion; strengthen country
            2. JAPANESE AGGRESSION = MANCHURIAN CRISIS
              1. Japan had large army and navy
                1. Controlled Korea and South Manchurian Railway since 1905
                  1. September 1931
                    1. Excuse of disturbance- took Mukden
                      1. Sent troops to overrun the rest of Manchuria
                        1. Pretended to give Manchuria independence
                          1. Put a weak leader-Puyi (Last emperor of China)-Controlled him
                            1. L.O.N sent Lord Lytton to assess
                              1. Produced a report
                                1. Japanese = wrong
                                  1. L.O.N didn't do anything else
                                    1. Failed to stop Japan + crisis
              2. LEAGUE WEAKEND
                1. Japan refused to accept Lord Lytton's report
                  1. Withdrew from L.O.N in 1933
                    1. Then invaded China's Jehol Province-bordered Manchuria
                      1. Hitler + Mussolini (Dictators) saw obvious weakness in L.O.N
                        1. Japan signed treaty with Germany in 1936
                          1. 1937-invaded China
                            1. L.O.N did nothing to stop it
