Unprotected liberties versus protected freedoms

How does privilege get protected by the law? "Privileges are what we might call unprotected liberties. In this respect they are very unlike negative claim-rights whose freedoms are always protected by corresponding obligations. Such claim-rights, whether active or passive, are always protected freedoms" (Waluchow, 2003, p.51). Privilege is an important label in differentiation. Waluchow, W. J. (2003).
